[Perma Rules]
The following rules apply to all characters, no matter what village you are from and no matter what village you are in. These rules are set in place to insure all players follow them closely, and understand that their character is at risk of being killed twenty four seven, even if they are in their own village. These rules are not to be taken lightly, as in the world of shinobi death is accepted by all, and can happen on a day without you even knowing. This does not mean that your character will be killed for no reason, there will always be a reason behind the death of your character be it disrespect, immaturity or a bad decision on your behalf or an allies behalf. Below are the rules that apply depending on which situation you are currently involved in, if you believe these rules were not followed accurately, you may request the whole situation to be audited, at which time the outcome of the situation will be passed onto the DM team and we will decide the situation's true motive, and what the consequences / benefits are going to be. These rules are being set in place immediately, so please make sure you understand them, follow them and if you have any complaints please pass them onto Admin Sasori.

Own Village / Country and Allied Village / Country) Your character has the potential to be killed at any time or space within the game world. Within one's own village or an allied Shinobi village, however, a death may not occur unless a miniature event is planned with a member of the DM staff in order to carry out the occurence and present a realistic situation in which the perpetrator must successfully kill the victim and escape the village. This requested event must have a valid IC reasoning [Under the subjective review of the DM staff]. Any attempt or success at the murder of a Shinobi within any Hidden Village, or in any other place where NPCs exist is subject to IC consequences to be determined by the related roleplay.
Enemy Village / Enemy Country) Your character can be killed any time when you are in and Enemy Village / Country, this does not have to have major IC reasoning as being in the enemy territory is enough to be killed. However, if there is evidence of them coming to you just for the sake of killing you, will will interact. Bare in mind that getting killed in Enemy territory is entirely your fault, and there will be no IC consequences for the person that kills you, as your villages are currently hostile. There may be some actions taken from the villages, but nothing more. (Note: If you are in an enemy territory and you are killed, the person who kills you may choose to do what they wish with the body. They may leave it, bury it or even take it to your village and leave it on a stake etc.)
Events) Character can, and possibly will die during events. Events are the main place where deaths are going to happen, as idiotic reactions from anyone can change the course of an event and ultimately, the decision the DM makes. If a DM warns you that the event is Perma enabled, you must bare this is mind at all times. If they do not tell you, that does not mean that perma is not going to happen as with the wrong IC actions and stupid decision, your characters can be killed, even if the DM does not warn you. This is a DM Decision as to what happens, and again, if you feel the decision was wrong / immoral, you are able to dispute it and cause for a vote via the DM team. (Note: No punishment will be dealt to the DM in this situation, unless it was blatantly their fault for your character being killed etc.)

I hope this explains how we will, from here on, look at the death of characters. Again, if you have any questions that are related to these new rulings, send them to Admin Sasori and he will answer them. The above is a guideline for how your character can die, if given the right IC actions, but there are multiple reasons / opportunities for characters to be killed, so keep this in mind at all time. At the end of the day, we are role-playing Shinobi, not giggly school girls. In the result of a PC killing another PC without a DM present to observe the situation (This can be via DM Client or on their own PC) the whole interaction must be screenshot and sent to HR so that the situation can be discussed and decided upon if the death of the character is validated and/or what type of Refund they are receiving. This is also going to happen so that the DM Team has a record of all player deaths, so that we are able to keep track of who, what, when, where and how.
